Lao President puts brakes on secondhand car imports !




President Choummaly Sayasone has advised the Ministry of Industry and Commerce to introduce concrete measures to stop the import of secondhand cars, as Vientiane is facing traffic congestion.

“The ministry should carefully check and recheck to ensure that the import of secondhand vehicles is really halted,” Mr Choummaly said as he delivered the policy to leaders and officials of the ministry in Vientiane on Thursday.

The government had ordered the ministry to stop the import of secondhand vehicles earlier this year but the number of secondhand cars on sale in Vientiane has remained unchanged over the past few months, raising questions as to whether the import of these vehicles had really stopped.

“I still see many cars on display but not yet on the road. If all of these cars start to be used, we will not be able to move around and people in the capital will not be able to visit each other,” Mr Choummaly said.

Mr Choummaly, who is also Secretary General of the Lao People's Revolutionary Party, said Vientiane was a small city and with the number of cars growing rapidly, traffic jams were occurring, so the ministry should come up with new measures to stop further imports.

He also said he wanted trade policy makers to consider the increasing number of secondhand vehicles as a serious problem which they needed to solve.

The number of vehicles on Vientiane's roads has been increasing rapidly over the past few years while the government allowed second-hand vehicle imports. Lao people obviously considered the cost of secondhand vehicles more affordable.

Mr Choummaly said that what the government wanted the ministry to do was to facilitate the import of agricultural tools, tractors, trucks and fertilisers.

These improve farming conditions by easing the farmer's workload and increasing crop yields to supply raw materials for processing plants.

He said the government needed to facilitate the import of modern equipment in order to improve modernisation in the agriculture sector.

According to the 7th National Socio-Economic Development Plan for 2011 to 2015, the government plans to modernise the agriculture sector so it can reduce the number of manual workers required, with the surplus being reassigned to work in the service and industry sectors.

At present, the majority of Lao people work on the land. However, the large number of workers does little to boost agricultural productivity which only saw 2.7 percent growth this fiscal year.

By comparison, the service and industry sectors saw 8.1 percent and 13 percent increases respectively despite employing a much smaller proportion of the population.

    Build more freeways and high ways for the people and economic development for the country. There is no need for reducing anything since Laos is not over populated like its neighbors just yet. Laos still have time to build major roads and such etc...

    OMG, what was he thinking ? Didn't he know that he will loos the tax revenue on the use cars ? This is a major mistake by the President. in the West or developed countries they pretty much depending on the taxes revenue on the new/use cars to built the road construction, highway, traficelight etc....

    To develop a country into modernization and earning. You can't just reduce these kind of business for the economic development of the country. Laos again is moving backward, while its neighbors are moving forward.

    So the President of LAOS blame it on Secondhand cars that Vientiane is facing traffic congestion ? this is the most ridiculous statement I've ever heard in my entire life especially it came from the head of state (President). How could it be, huh ? In my personal opinion I don't think that the cases, the main problem is: Laos try to do like the rest of Asian countries. put every thing at one place. look at Bangkok, Ho Chi-minh City, Hanoi, Sienghai, Tokyo. Why laos do not spread it out through out the country ? we have got a plenty big emty land, Why don't do it ?????????

Laos will never prosper if the country going this slow and is run by a Lao Baan-Nok leadership who can't think outside of the box and possibility for the Lao people as a whole. No wonder Lao ppl are leaving Laos for better life and modernization. What Laos is doing now isn't fair for the Lao ppl, while its neighbors are way ahead of Laos! I am just embarrass.

    You have only two main roads (noth-south and east-west) in Vientiane. Their are no infrastructure, no future plans at all. Very smart Lao gov. they wanted only the rich people to own cars, the poor have to walk...Later they might tax more used cars. Very smart!

    I wouldn't mind paying taxes on my secondhand vehicles but the Government need to be reasonable with the poor like me. We need car to go to work too. for those upper class they will not struggle like us...

    Think again my friend! Just bcoz these cars are high-end in price, that don't mean they are better in quality. Check the consumer report data 4 more details.....

    President Choummaly Sayasone is so Baan-nok in terms of mentality and making hard decision for the future of the Lao people and Laos as a whole. I don't think he knows what kind of mistake he is making for Laos as a whole. Perhaps he should just walk himself to places and everyone can drive? Does that sound like a good idea? :))
